Saina had suffered the hairline fracture during the India Open and was advised two weeks rest. Though she has started training a bit, she is unlikely to recover completely for the biennial tournament.
Confirming the news, Saina said, "It's a small finger of leg which got fractured during the India Open. It's just a hairline fracture, but I have still not recovered from it."
India have been placed in one of the toughest group alongside China and Indonesia for this year's championship.
BAI sources said they are unlikely to name any replacement for Saina in the squad as Malaysian Grand Prix Gold champion P V Sindhu can shoulder the responsibility of playing the singles matches.
